OF THE
CONSTITUTION OF ALABAMA
FOR THE EXPENDITURE OF PUBLIC FUNDS BY CLARKE COUNTY,
ALABAMA
FOR ECONOMIC AND
INDUSTRIAL DEVELOPMENT

Clarke County, Alabama (the
“County”), along with the City of
Thomasville, Alabama and The Water
Works and Sewer Board of the City of
Thomasville, is considering entering into
a Project Incentives and Development
Agreement (the “Agreement”) with The
Westervelt Company, Inc. (“the Company”) for the establishment by the
Company of a sawmill facility (the “Project”) to be located at the North Clarke
Industrial Park (the “Industrial Park”), in
Clarke County, Alabama. The Company intends to make a significant capital investment in the Project, and the
Project is expected to result in the creation of approximately 125 new jobs in
the County.
Pursuant to the Agreement, the
Company would purchase approximately ninety-four (94) acres of land in
the Industrial Park from the County for
fair market value. The Agreement would
also provide that the County provide an
amount not to exceed $1,250,000.00 to
finance infrastructure improvements related to and necessary for the Project.
Such County funds would be paid from
the proceeds of the land sale and other
available funds for industrial development. The major portion of such County
funds would be expected to be used for
matching requirements under various
federal and state grants to be awarded
for the proposed infrastructure improvements related to the Project. The Agreement would also provide for the granting
of certain statutory non-educational tax
abatements for the Project and other
customary nonmonetary assistance by
the County to support the Project.
The proposed expenditure of public
funds and other assistance for the Project would provide public benefits in the
creation of direct and indirect jobs, the
attraction of other related businesses
and the enhancement of the economic
growth of the County and the surrounding area. The proposed expenditure by
the County of public funds and other assistance would benefit all persons and
business organizations who would benefit from the development of the Project,
including, without limitation, the Company

and its successors and assigns.
Pursuant to Section 94.01 of the
Constitution of Alabama of 1901, as
amended, the Clarke County Commission will consider obligating itself to provide the funds and assistance set forth
herein and approving the Agreement at
its regular public meeting on Tuesday,
November 27, 2018, at 9:00 a.m. at the
Clarke County Courthouse, 114 Court
Street, Grove Hill, Alabama.
